福山市「学校再編」政策における「望ましい学校規模」の批判的検討 Critical Examination of “Desirable School Size” in “School Restructuring” Policy at Fukuyama City 小野, 方資 オノ, マサヨシ ONO, Masayoshi 学校統廃合 小中一貫教育 「学校再編」 「教育環境」 学校や学級の「適正規模」 school consolidation educational continuity from primary through early secondary levels “school restructuring” “educational environment” “appropriate scale” of school and class application/pdf 本稿の目的は、福山市で進められている「学校再編」を検討し、これを進めるにあたって根拠に用いられる「望ましい学校規模」の必要という考え方が、政策としてどういう経緯で形成されたかを明確にした上で、この問題点を明らかにすることである。 小中一貫教育という言葉を福山市は、学校統廃合の可能性を含め「一定規模の集団を確保」する意味で把握していた。そしてこの確保を「教育環境を整える」という意味に込めていた。このような小中一貫教育の推進と「教育環境の整備」のため、福山市学校教育環境検討委員会が設置された。ここが実施した「望ましい学校規模等に関するアンケート調査」は、アンケート調査の実施の目的にて学校統廃合の可能性に言及せず実施している。したがって、この調査で導かれた結果に満たない学校を統廃合対象と判断するための指標とすることはできない。にもかかわらずこの委員会では、アンケート調査の結果は学校統廃合の指標として用いる方向で議論がされ、この委員会の答申は学校統廃合統合も検討していくことが必要と述べた。 The purpose of this paper is to critically consider “school restructuring” being advanced in Fukuyama city. For this purpose, this paper clarifies how the idea of the “Appropriate scale” of school and class size used as the basis for advancing “school restructuring” publicized. And the problem of the idea is discussed. Fukuyama City understood the word “educational continuity from primary through early secondary levels”, including the possibility of consolidation of schools, in the sense of “a group of more than a certain number of children”. And Fukuyama city thought that the meaning “to prepare educational environment” was to secure a group of more than a certain number of people. Fukuyama City School Education Environment Review Committee was established to promote educational continuity from primary through early secondary levels and to improve “educational environment”. The “Questionnaire survey on the desired school size” conducted by this committee does not say the possibility of consolidation in explaining the purpose of the questionnaire survey. Therefore, the results of this survey cannot be used as an indicator to judge a school that does not reach this result as being a school to be consolidated. Nonetheless, the members of this Committee discussed the results of the questionnaire survey as an indicator of consolidation of schools.
