          <datacite:description xml:lang="ja" descriptionType="Abstract">「米国のワークフォース開発のローカルガバナンス」の体制は，福祉-種労支援のパラダイムシフト的なスキームのもと，連邦法で定められ，そして地域レベルで実際の形成が進められた.とくにそれが，現実的にローカルにおいてどのように形成されたのかのダイナミズムを問うた．
とりわけシアトル-キングカウンティをテストケースとして，現地のワークフォース関係者への調査を基に検討した．
シアトルエリアでは，90年代後半に「シアトルジョブイニシアチブ」（SIJ）という社会実験がすすめられ，これが当時の革新的なライス市長の政策発想とジョイントしつつ，求職者と雇用主を支援するガバナンスの内実を構築するに至ったのであり（特に「セクターチーム構造」と「ケース管理」），かつ職業訓練エージェンシーだけでなくビジネス関係者やコミュニティカレッジなどのステークホルダーを結びつける努力を行った．SIJの知見は，後にシアトルーキングカウンティエリア全体を担当するSKCWDC協議会による連携体制（ガバナンス）に引き継がれる形で，2000年初頭にそのローカルガバナンスの実質的な立ち上げに貢献することとなった．
なお，関連して，年間の実績や，事業実施エージェンシーの種類，またこの過程で編み出された「人訓練アカウント」（ITA)の仕組み，「産業セクターアプローチ」という固有の戦略があわせて示された．</datacite:description>
          <datacite:description xml:lang="en" descriptionType="Abstract">"Local Governance of Workforce Development" in the United States was established under a paradigm shift scheme, defined by federal law (PRWORA and WIA), and practically implemented at each local level (State; counties) . The dynamics of how it was actually formed at the local level were examined, particularly using Seattle-King County as a test case.
In the Seattle area, a social experiment called the "Seattle Job Initiative" (SIJ) was initiated in the late 1990s. This initiative, in collaboration with the innovative ideas of then-Mayor Rice, laid the foundation for a governance structure that supported job seekers and employers, with a focus on "sector team structures" and "case management." Efforts were made to engage stakeholders beyond vocational training agencies, including business stakeholders and community colleges. The insights gained from SIJ were later passed on to a collaborative framework (governance) managed by SKCWDC, which covered the entire Seattle-King County area and significantly contributed to the practical establishment of local governance in the early 2000s.
Additionally, the article provided information related to annual achievements, types of implementing agencies, as well as the establishment of the "Individual Training Account" (ITA) mechanism and the unique strategy known as the "Sector Approach" which is unique to workforce development.</datacite:description>
