This topic has not been followed up in previous studies on the history of (the education system in) Yokohama City. Founded in 1974, the Council for Early Childhood Problems consisted of directors and teachers of kindergartens, day nurseries, and elementary schools, as well as citizens. They deliberated and reported that Yokohama City needed municipal kindergartens for infants for an improvement in the quality of early childhood education and care.\nAfter considering the Council’s report and progression, this research explicates that the Council had influenced the municipal government, but municipal kindergartens were not established.
