In the study, referring to cases of some other cities, we considered more effective methods for disaster information notification to local residents including information illiterates, i.e., those with inadequate access to information. By hearing investigations of local governments and neighborhood associations as well as community-based FM broadcast radio stations, we have found the importance of (i) enhanced use of L-Alert (Public Information Commons), (ii) automatization of FM broadcast in an emergency and (iii) introduction of automated reading out software of an emergency alert email sent to people in a specific
