For this purpose, this paper clarifies how the idea of the “Appropriate scale” of school and class size used as the basis for advancing “school restructuring” publicized. And the problem of the idea is discussed.\nFukuyama City understood the word “educational continuity from primary through early secondary levels”, including the possibility of consolidation of schools, in the sense of “a group of more than a certain number of children”. And Fukuyama city thought that the meaning “to prepare educational environment” was to secure a group of more than a certain number of people. Fukuyama City School Education Environment Review Committee was established to promote educational continuity from primary through early secondary levels and to improve “educational environment”. The “Questionnaire survey on the desired school size” conducted by this committee does not say the possibility of consolidation in explaining the purpose of the questionnaire survey. Therefore, the results of this survey cannot be used as an indicator to judge a school that does not reach this result as being a school to be consolidated. Nonetheless, the members of this Committee discussed the results of the questionnaire survey as an indicator of consolidation of schools.
