However, on October 4, 1945, childcare was resumed in parts of Fukuyama City. This resulted in the resumption of childcare in Japan immediately after the war. In this paper, I report about the efforts and arrangements for this resumption of childcare as I read about it in a report by Sadayo Tokura, who was a teacher in Higashi Kindergarten in Fukuyama City at that time. First, a \"two-shift nursery system\" was adopted to effectively utilize the nursery rooms, which were fewer than the number of children. Second, responses to the situation were carried out in a flexible manner and adapted as needed. Third, there was a strong cooperative system between parents and teachers. A major factor underlying these efforts was the passion of the teachers themselves to nurture the next generation of children in good health. The practice of the two-shift nursery system ensured adaptability in terms of caring for the children. Furthermore, during this period, we could see the consistency of education in kindergartens and elementary schools and the concept of making older children in kindergartens mandatory.
