In 1963, the efforts of pioneers resulted in the inclusion of facilities for children with severe motor and intellectual disabilities in Japan’s national welfare policy. During the movement to eliminate non-enrollment by various actors, some facility staff began to expect school education for these children owing to the limitations of the facility’s treatment, whereas other facility staff members regarded the purpose of their school education as futile. The relationship between education and medical care was a concern for the school education of children with severe and multiple disabilities, and the cooperation of experienced medical and welfare facility staff was deemed necessary.
