In this article we treated two cities (St.Petersburg, FL and Tacoma, WA) as the benchmark, and acquired a finding: The case where they hired community policing from Outside-momentum (i.e. riot) has no background or influence with community planning (such as neighborhood council movement) (St.Petersburg). On the other hand in the case of Inside-momentum such as Tacoma where since 1980s citizen and the city tried to build neighborhood council system in municipal paradigm, community policing has been established hand in hand with the community planning movement (such as invitation for police to meeting, \"Walking Beat”).
