The results and discussions of the research are as follows, providing new insights.\nIn the 2020s, it became evident that Neighborhood Councils have lost their position as a symbol of \"democracy \",compare to the extent they held it in 1990s. In the cases of Tacoma and Los Angeles, due to their secured ties with municipal departments, the Neighborhood Council system continues to exist and exerts a certain influence on municipal policies. On the other hand, in the case of Seattle, limited ties with the city departments and a perceived lack of relevance to contemporary times led to the official \"demolition\" of the system in 2016. It was revealed that Neighborhood Councils, once expected to be a \"system for citizen participation,\" lack compatibility with contemporary innovative politics.\nFrom the discussions, it is evident that the previous expectations of this system as a vessel for \"democracy\" are no longer applicable, and new challenges have arisen regarding how Neighborhood Councils function within the policy framework of municipalities and maintain their relevance.
