The dynamics of how it was actually formed at the local level were examined, particularly using Seattle-King County as a test case.\nIn the Seattle area, a social experiment called the \"Seattle Job Initiative\" (SIJ) was initiated in the late 1990s. This initiative, in collaboration with the innovative ideas of then-Mayor Rice, laid the foundation for a governance structure that supported job seekers and employers, with a focus on \"sector team structures\" and \"case management.\" Efforts were made to engage stakeholders beyond vocational training agencies, including business stakeholders and community colleges.
