| 内容記述 | 公営住宅の住民自治の範囲は広い．住宅セーフティネットの中核を担うことからはその継続には困難さも伴う．人口減少下で入居世帯が減少すれば，各労務，各費用の居住者の負担割合は高まっていく．空き住戸の増加は大きな問題だ．公営住宅に限らず住民自治の守備範囲が都会に比べて広範と考えられる山間地の集落でも同様の事象が起こりうる．住民自治を守ろうとする志ある高齢者の負担は高まり，これまで同様の負担を熟せる後継者は簡単にはみつからない．地方自治は，地方公共団体による「団体自治」と住民による「住民自治」から構成されるとして，互いに協調する部分はあるとしても，実際には分担され住民自治が受け持つ領域は広い．人口減少，高齢化はもとより，とりわけ世帯数の減少が顕著な地域を手はじめに，それぞれの領域の確認とそれらを前提とする下支えが必要になるのではないか． | |||||||||||

| 内容記述 | The scope of resident autonomy in public housing is extensive. Given its role as the core of the housing safety net, maintaining it presents considerable challenges. As the number of households residing decreases amid declining population and household numbers, the burden ratio for each labour task and expense increases. The rise in vacant dwellings is a grave concern. This holds true even in mountainous settlements. The burden on dedicated elderly residents who oversee resident autonomy grows heavier, and successors capable of shouldering the same responsibilities are not easily found. Local governance comprises both “local autonomy” exercised by local public bodies and “resident autonomy” exercised by the residents themselves. While there are areas of mutual coordination, in practice, many domains are distinct and fall under resident autonomy. Alongside societal changes such as population and household decline and ageing, particularly in areas where these trends are most pronounced, it becomes necessary to clarify the respective domains and establish the underlying support structures premised on this clarification. | |||||||||||
