{"created":"2023-07-25T10:47:11.200241+00:00","id":210,"links":{},"metadata":{"_buckets":{"deposit":"caadf650-7336-46a5-b3bc-199fd1683fb2"},"_deposit":{"created_by":1,"id":"210","owners":[1],"pid":{"revision_id":0,"type":"depid","value":"210"},"status":"published"},"_oai":{"id":"oai:fcu.repo.nii.ac.jp:00000210","sets":["9:11:29"]},"author_link":["697","695","694","696"],"item_10002_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2019-01-11","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"63","bibliographicPageStart":"49","bibliographicVolumeNumber":"11","bibliographic_titles":[{"bibliographic_title":"都市経営 : 福山市立大学都市経営学部紀要"},{"bibliographic_title":"Urban Management : Bulletin of the Faculty of Urban Management, Fukuyama City University","bibliographic_titleLang":"en"}]}]},"item_10002_description_19":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本稿は，模索段階にある「地域包括ケアシステム」にあって，これまで明確な研究対象となっていなかった，医療・介護関係のフォーマルなセクターと，「住民主体のサービスやボランティア活動」領域のインフォーマルなセクターとの連結の実際，そしてその基としての「住民主体のサービスやボランティア活動（互助）」の推進と容態の実際にあっての課題の析出を試みる準備のための基礎研究である。\nテストケースの分析の結果, 次の点を得た。\n１）地域包括ケアの領域では，包括支援センターが，各種の事業所および病院のハブとなっているおり，「住民主体のサービスやボランティア活動」領域では，民生委員が実質的な機能を果たしており，そしてこれら二つのエージェンシーが，具体的に支援の必要が発生した場合に個別に討議・解決のためにもたれる「個別ケース会議」等でつながり，連結していること，それが主要なルートとなっていることが分かった。\n２）いわゆる「フォーマル」領域（医療・介護）と「インフォーマル」領域（地域自治組織）については，これまでその関係性が明瞭ではなかったが，「包括支援センターと民生委員（ないし民生委員協議会）との接続関係」によって機能的な接続関係があることがテストケースを通して観察された。\n３）テストケースに基づく知見から、都市内分権（市町村により認知されたまちづくり協議会等）の視座から見た「フォーマル」と「インフォーマル」の接続実態と論点整理をおこない、その結果、都市内分権の設置と地域包括ケアシステムとがどのように「接続」しているかに関して、①都市内分権が設置されている場合、②都市内分権が設置されていない従来的なケース③都市内分権が設置されていないがそれの代替態勢があるケースを分類し、それらフレームワークにあっての論点イシューが確認された。\nCommunity-based Integrated Care System has been tried to be established in Japanese localities since 2009. This article aims at clarifying the substantial relationship between \"formal\" sector (medical institutions as well as nursing care institutions) and \"informal\" sector (neighborhood-citizens' voluntary activities and organizations) on date-base. We acquired the following findings:\n1) \"Integrated Community Care Support Centers　(Chiiki Shien Center)\" (that function as the hub for numerus care giver offices and hospitals) and \"Commissioned Welfare Volunteer (Minsei Iin)\" work together and function as contacting point of both sectors.\n2) Previously the actual relationship between \"formal\" sector and \"informal\" sector at the \"Community-based Integrated Care System\" was not clear. Through our research, we could understand that cooperation and reciprocity between “Integrated Community Care Support Centers\" and \"Commissioned Welfare Volunteer\" function effectively. Especially, so-called ”case meeting” is efficient, that is hold by commissioned welfare volunteers, “helper”s, care manager (Integrated Community Case Support Centers) and related families, on ad hoc basis in response to the necessary assistance for isolated elders or hand cupped persons in the neighborhood.\n3) Further, in terms or “formal-informal connect” hot issue (namely discussions on how to connect “formal” official medical/human service institutions and “informal” residents’ associations), we proceeded to organize the issues in “urban devololuted system”. Namaly we gazed at “Machizukuri Kyogikai” (the like of naighborhood councils), of which programs are established by city government on each elementary school basis, and sustained by residents, by organizing small residents’ associations into one umbrella organization.
