It is a business system approach within the framework of a common general commercial facility, rather than a traditional study of commercial integration with commercial cluster, we analyzed it as a model of \"acquisition process of organizational capability\" with the goal of retailing in order to propose customer value. In the acquisition process, four stages are set in this paper. In the basic conditions as SC (stage I.), the difference between the revenue model (settlement method, rent method and profit calcula-tion principle) is greatly divided, but it is a starting point to make sales a common indicator with tenants. Since then, we have acquired the ability to operate general commercial facilities (Stage II) and the ability to respond to new markets such as tax-free and EC (Stage III), and to be able to propose value that mimics general-type retailing. Finally, it led to the acquisition of the ability of retail direct management (Stage IV.). In this way, SC will gradually acquire organizational capabilities, but the units targeted by the capability will gradually change from operational support of multiple shops to single item management of assortment. As a result, in providing customer value as an accumulation, it will remain in partial correspondence.
