In 1953, the former Korean Broadcasting System (KBS) in the ROK started international radio broadcasting in English, and successive ROK presidents announced their policies toward the DPRK in radio speeches. KBS, a public broadcasting service, has become indispensable in promoting and globalizing Korean culture, and connecting the Korean diaspora of approximately 7.4 million to the ROK. Yet, as to the matters on the peninsula, KBS has been broadcasting domestically and internationally from their perspective. The political neutrality of KBS remains controversial due to the election system of the KBS president who shall be appointed by the ROK president based on the Broadcasting Act.\nThe traditional media in the DPRK functions as a means of controlling its people under the authoritarian regime. In particular, radio is a practical medium for propaganda penetration.
