University","bibliographic_titleLang":"en"}]}]},"item_10002_description_19":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"高度経済成長期に,大都市・地方都市問わず,急激な人口や産業の拡大に対応し,郊外部の丘陵が開発され,戸建て主体の大規模郊外型住宅団地が数多く造成された.けれどその後の右肩下がりの経済社会のなかで,急速な高齢世帯の増大,空き地や空き家の増加,交通を含めた生活利便性の欠乏などの諸問題が深刻化する.いわゆる「オールドタウン(化)」だ.\nこの問題の解決主体として考えられるのは,「個人・家族」「行政」「民間企業」,そして「地域」である.けれど少子高齢化が進むなか,「個人・家族による対応」には限界がある.厳しい財政制約が重くのしかかるなか,「市町村が主体的に対応(国・県を含む)」することも難しい面が多い.「民間企業」も事業採算性がとれなければ苦しい.とすれば,いきおい「地域」というものに目を向ける必要がある.「地域が共助・共同で対応」していくことを考えざるを得ない.「新しい公共」なり「新たな公」(新たな主体)が求められる.新しい共助・共同社会(コミュニティ論)というものを実現させていくしかないのだ.\nしかしながら地域のコミュニティが衰弱するなか,掛け声勇ましく,「住民主体」「市民協働」を叫んでも,地域のなかから一気にそのような力が湧き出てくることも望みがたい.このような三竦(さんすく)みに解決策を見出すには,まず「誰がどう関わってこの問題に真摯に向き合うべきか」,「解決に向けた仕組みを誰がつくるのか」,その主体や関わり方を明らかにする必要がある.ここでは,行政の問題認識や意識を浮き彫りにし,そこから課題を明らかにし,その解決策の一端を探る.またコミュニティビジネスの領域に踏み込み,新たな担い手としての「まちづくり会社」を提案する.\nIn the times of the rapid economic growth, large number of housing complexes had been developed in suburban areas of the metropolitan cities as well as the local ones in order to cope with the rapid population increase and the fast growing industries.\nHowever, with recent declining economy, many serious problems have been arising such as the rapid increase in the aging population, the large number of vacant houses and land lots, and the underdeveloped transportation system and inconvenient shopping areas.\nThe aim of this thesis is to show how both government and citizens can involve and deal with these issues, and to suggest the “town management organization” as a new solution
