Established as a “quasi-municipality” by local governments, PDAs have committed for community development for such as redevelopment for shrinking residential complex, comprehensive areal developments etc. The core of which basis is “internalizing the citizens’ intention, and reflecting it to management is the prerequisite”. This article aims at clarifying what is “internalizing the citizens’ intention, and reflecting” in PDAs.\nPike Place Market PDA is taken as the benchmark for that in this article. It is the origin-facility of PDAs with 500 businesses (tenants) and 350 apartment units in the 8 acre property, and is the sightseeing market as well as historical preservation sites, The system is examined in terms of asking how business management and tenants and “constituency” are involved in organic link through provisions and institutional governance. As the result, we recognized that, compared to the relatively “similar” method such as PPP, Pike Place Market PDA has the well-planned devices for the “citizen” driven governance (such as “constituency” system).
