In recent years, \"shopping refugees\" of the older people is an important urban issue.\nFirst, the purpose of this paper is to organize the background of \"shopping refugees\" emergence. Then, it is to analyze the possibility of \"shopping refugees\" emergence in Fukuyama urban area.
