| 内容記述 | 「近代的自治制度」のもとかつてミクロな旧市町村（いわゆる小学校区規模）が担ってきて，そしてその後その範囲的まとまりたる自治会町内会が民間の立場から担ってきた，児童の通学安全見守りや，高齢者のためのふれあいサロン設置運営などの「地域のサービス」を含む「身近な地域運営」が，今や，自治会町内会の弱体化のソリューションとして，学区ごとに地域諸団体を組織化し一定の権限を付与した都市内分権（学区まちづくり協議会など）の形で全国で500程度の自治体で再興されてきている． そこからして，本稿は，日本の都市内分権が生成・展開するにあたって，その「事業性」はどのような形をとってきているのかを明らかにし，また「地域の運営」＝地域の公共サービス供給の体系は，いかなるものとして措定され得るのかを明らかにしようとする試みをおこなった．アメリカの都市内分権の事業の検討と，福山市（広島市）の都市内分権制度をテストケースとして，日本の都市内分権ととりわけその地域の公共サービス供給の事業がどのようなものかを，基礎的研究として明らかにしようとした． その検討の結果，次の点が得られた． ①「民主的参加」に力点のある米国の都市内分権（ネイバーフッドカウンシル）とは異なり，日本の都市内分権では，都市内分権組織（学区まちづくり協議会など）自体が，地域の公共サービスを担当していること，②そしてその地域の公共サービスは，人のライフサイクルに近い，地域に不可欠なことがらを支える仕事に力点があることが確認された．③日本の都市内分権は，21世紀に入ってから，その固有性からして，オストロムのいう「公共サービスの供給に適した構造的（再）配置」に適合した段階に静かに移行しつつある可能性の一段階を見た． Circa 500 cities in Japan have adopted "urban devolution" system such as "Maticukuri Kyogikai" (umbrella type organizing of many kinds of associations within the boundary of elementary school), the like of neighborhood council, for recovering grassroots level public services (creating and managing "Lively Saloon" for elderly persons, Safety Watch for School Kids' commuting, etc.). In the process of establishing the "urban devolution" system, authorities tend to be distributed and devoluted to stakeholders ("Maticukuri Kyogikai"), and programs of public service delivery have been tried to be improved. In terms of the perspective on this dynamic shift, this article tries to clarify the substantial situation of how local public services have been developed in the new "urban devolution" system. For the examination we used the test case in Neighborhood Councils in Tacoma (WA, USA) and “Maticukuri Iinkai (Kyogikai)"s in Fukuyama (Hiroshima, JPN). The findings here are: 1) In contrast to US "urban devolution" system (Neighborhood Councils of Tacoma) of which focus is in democratic way of decision making, in Japanese cases "urban devolution" system (Machizukuri Kyogikai) itself is playing the central role for delivery of local public services. 2) And in Japanese cases the emphasis is on the necessity that is woven to people’s life-cycle (such as human services for elderly, programs for kids' raising etc.). 3) Japanese "urban devolution" system is perceived to start to shift to "structural (re)allocation that is suitable for public service delivery" as Vincent Ostrom (Comparing Urban Service Delivery Systems) remarked. |
