| 内容記述 | 社会的システムでは，Inputは同じでも，システム内の機能を変えることによってOutputを，大きく変えることは可能である．Closed SystemをOpen Systemにすることで構造はあまり変化させなくても，機能を大きく変化させることは可能になる．我々の目標である「地域に存在する誇れる企業創出」という産業施策は，クローズド化していた民間企業をオープン化した企業Systemとして再設計し，その中に地域Systemの一部を取り込んでいくことでもある． ネットワーク論的に見ると，組織は，構造が同じでも機能を変化させることができるので，境界領域がハッキリしないのでよりフレキシブルにネットワーク図を設計出来ることになった．そのネットワーク図に機能と構造を落とし込んでみると「新しい時代の公」の戦略が再提案できるようになる．本論文の中で使っている「新しい時代の公」という発想は，野呂知事（知事在籍期間：2003～2011年）の政策理念であるが21世紀型の産業構造構築を目指す施策として優れたものであると考えている．今回の論文は，野呂知事の発想を受けて公と民間の間のグレーゾーンの部分の理論を構築したいという2007年当時に描いていた政策提案論文の延長線上にある．また，この論文で提案している「付加価値のある新商品づくり」を各地域の漁業に応用させることで地域の活性化に役立つことを期待している． In supporting the fishery sector, we should focus on both the public and the private sectors. Improving access to finance by fishery related private sector, including production, processing and distribution, is one such example of supporting the private sector. We recognize that increasing production and productivity on a sustainable basis while considering the diversity of fishery conditions is one of the most important challenges that the world faces today. We hope all public sector not only in Mie Prefecture shall take necessary measures such as setting specific goals for the research and development of technology, encouraging closer cooperation among local research institutes, universities and private bodies, and promoting the dissemination of fishery technologies that suit the regional characteristics, in order to effectively promote research and development and dissemination of such technologies in the area of fishery, food processing and distribution. |
