| 内容記述 | 地方における中心市街地は都市郊外の大規模店舗の進出等により商業的に衰退の傾向があるが，人口が減少していく時代にあって，中心市街地の再生は急務であると言える．国は，中心市街地の再生のため「中心市街地活性化法」を制定し，計画的なまちづくりを誘導している．この1998年から始まる動きは，まちづくりが単に商業振興に止まるものでないことから，2006年に改正され，総合的なまちづくりの計画を「中心市街地活性化計画」として策定し，いわゆるPDCAサイクルにより見直していく仕組みとなっている．第1期から第2期に移行している都市における，第1期の反省を踏まえ，第2期の計画での向上について分析した． Commercial area are declining in the central urban area of the local city as indicated by the movement of large store location to the suburbs. Despite of the shrinking economy, it is important to regenerate urban centers if we are to keep them as commercially viable, comvenient and attractive plans that benefit the city and ist citizens. The government made the act on vitalization in city centers to promote better planning. Since 2006, cities must make city center revitalization plans that show comprehensive regeneration of city centers. This vision includes not only commercial renovation, but housing and public services. City center revitalization plans must be improved by the PDCA cycle. This study revealed that three following improvements can be seen by comparing the city center revitaliation plans for the first stage and the second stage, 1) improvement of plan indicators, 2) strategic planning area, 3) refine target. |
