| 内容記述 | 本研究は，イギリスにおける独立学校視察機関であるISIの役割について，ISIの組織編成，教育省や内務省，教育水準局（OFSTED）との権限関係，視察のプロセスを読み解くことで明らかにした。 ISIは，2008年教育・技能法に基づき教育大臣によって認可された，「登録の独立教育機関の視察実施団体」である。ISIは，独立学校での教員経験者や管理職経験者を視察者として訓練するとともに，その登録名簿をもとに視察チームをコーディネートして国内外の独立学校に派遣する。視察チームは，教育大臣が設定する基準に適合しているか，授業観察，学校教職員との面談や児童・生徒の学業成績，保護者へのアンケート等の評価資料に基づいて独立学校を評価し，報告書にまとめる。さらには，OFSTEDがISIの視察活動をモニタリングし，その所見を教育大臣に報告する。 この一連のプロセスでは，イギリスの資格制度に準拠した教育の質を国内外の独立学校において保証することと，独立学校が存する現地国の法令の尊重といった二元的スタンダードを，ISIが柔軟に運用していることが明らかになった。 |

| 内容記述 | This study reveals the role of the Independent Schools Inspectorate through focusing on the structure of the ISI and interpreting the power relationships between the ISI and the Department for Education, the Office for Standards in Education, and the Home Office. The ISI is an independent inspectorate appointed by the DfE to inspect approved independent schools in England and British schools overseas, based on the Education and Skills Act 2008. It trains inspectors who have teaching or administrative experience in independent schools, and coordinates inspection teams for schools at home and abroad. The inspection teams evaluate the independent schools based on their compliance with the standards set by the DfE. At the same time, OFSTED monitors the ISI’s inspections and reports their findings to the DfE. An examination of the inspection processes reveals that the ISI is flexibly operating a dual standard: on the one hand guaranteeing the quality of education at independent schools both in and outside of the UK, that conforms to the UK qualifications system, and on the other hand respecting the laws of the host countries in which the independent schools are located. |
