| 内容記述 | 近年，大規模な大雨や地震などの自然災害，感染症の流行などにより，経済や経営活動に大きな影響を与える事象が発生し続けている．不測の事態が発生しても損害を最小限に留めつつ，重要な業務を中断させずに継続させるリスク管理の重要性は高まっており，不測の事態に備えた「BCP計画」を策定する商店街組合も現れてきている．商店街が主体となり，地域の安全安心を担い不測の事態に対して柔軟に対処する取り組みは，地域に密着した商店街を持続させていくには重要となると考える．よって本研究では，地域に密着した商店街がBCP計画を作成する取り組みを分析することで，リスクマネジメントの観点から考察を行った．1）商店街のBCP計画はリスクマネジメント・プロセスに沿った形で策定されており，リスク対応力は高まる可能性はあるが，2）商店街組合の弱体化は，緊急事態が発生した際の組織体制を機能することができるか危惧されること．また，3）BCP計画の観点を含む「商店街マップ」「防災イベント」は，平時から地域の安心安全を担っている商店街の役割を地域住民に認知してもらうことに繋がり，ひいては，商店街組合のBCP計画策定のインセンティブにも貢献することを示唆した． | |||||||||

| 内容記述 | In recent years, events have occurred that have a major impact on the economy and business activities, such as natural disasters such as large-scale heavy rains and earthquakes, and epidemics of infectious diseases. Risk management is becoming increasingly important in order to minimize damage and allow important operations to continue uninterrupted even when unforeseen circumstances occur. The shopping district union are also formulating “BCP plan'' to prepare for unexpected situations. Efforts to ensure the safety and security of the community in response to unforeseen circumstances, with the shopping district taking the lead, are important for sustaining a shopping district that is closely tied to the community. In this study, we analyzed the efforts of a community-based shopping district to formulate a "BCP plan" and considered it from the perspective of the risk management. 1) A shopping district's "BCP plan" is formulated in accordance with the risk management process, which has the potential to improve its ability to respond to risks. 2) However, the weakening of the shopping district union raises concerns about whether it will be able to function as an organizational structure in the event of an emergency. 3) "Shopping street maps" and "disaster prevention events" that include aspects of the "BCP plan" help local residents recognize the role that shopping districts play in ensuring safety and security in the area even during normal times. It also suggests contributing to incentives for the establishment of shopping district union "BCP plans". | |||||||||
