| 内容記述 | 米国において1970年代から, 日本においては2000年前後から, 都市内分権（ネイバーフッドカウンシル, まちづくり協議会）が, それぞれのコンテクストとともに展開してきている。各種の展開, 変遷を踏まえた現在, 「都市内分権の持続可能性のベースは何か」を問える, 良いロケーションに私たちはいるのではないだろうか。その観点から, 今回, 米国で最初期から形成され持続的に展開されているとされるアラバマ州バーミンガム市をテストケースとして, 「ネイバーフッドカウンシルを生み, 持続させた『基盤』は何か」を検討した。 その結果, 以下のファインディングスを得た： １．1963年（市の公式のCommunity Affirms Committeeの設置）から, クロスセクションでの（多人種型）市民参加の試みが始まった。 ２．1969年頃, 黒人が市民リーグ（アーバンニグロ連合等）を結成する動向があり, 黒人層がバーミンガムにおいて大きなセクションであることが認識される状況となる。（新たなアーバンレジーム）。 ３．この「新たなアーバンレジーム」に基づいて, 黒人, 市議会議員当が実質的に討議する過程を通じて, 「市民参加プラン」が構築されていった。 ４．バーミンガムでは, 「公民権運動」が直接的に, ネイバーフッドカウンシル制度を構成する「市民参加プラン」に結実した。 ５．市民参加計画は, それが長年衝突・討議を経たため, 策定された後には安定的, 有効なものとなり, 現在まで続いている。 ６．公民権運動がネイバーフッドカウンシルの制度設計に直結したバーミンガムは, 一つのカテゴリーと捉えられる。他方で,他都市における形成過程が異なったネイバーフッドカウンシルの類型研究が必要と捉えられた。 In the US since the eary 1970’s, and in Japan since early 2000, neighborhood councils (Machizukuri Kyogikai in Japan) have been developed in each context. Looking at their long history, we are in good positon to ask what is the basis for sustainable development of Neighborhood Councils. From that view point, the purpose of this article is to clarify: “What is the basis that has delivered and sustained Neighborhood Councils? “ For that question the Neighborhood Council and its “Citizens Participation Plan” is used as the benchmark. Our findings were as follows: 1. Since 1963 trials for “cross section” -citizen participation started in the establishment of officially established “Community Affairs Committee“ . 2. In 1969 black citizens formed citizen-league (such as Urban Negro). Black citizens were perceived to be a one big section. (Making of a new urban regime). 3. Based on the “new urban regime” , through the substantial process in which black citizens, and city council member discussed, the Citizen Patriation Plan was formed. 4. The “Civil Rights Movement” in Birmingham directly resulted in the formation of “Citizen Participation Plan”. 5. The Citizen Participation Plan have provided sustainable and stable base for long years, because during the making process of “Citizen Participation Plan” there were much struggles and discussion that made the plan so efficient one. 6. Birmingham category (Direct formation from the “ethos” of Civil Rights Movement) might be one of category. Research on other categories in the U.S. is considered to be conduct in next stage. |
