| 内容記述 | グローバル化の継続的な進展とともに，高等教育分野では，留学生の増加，留学生派遣施策や留学生受入れ政策を策定する国の増加，研究者の国際的移動，国境を超える共同教育プログラムや共同研究の増加，高等教育機関の国外への進出など，様々な形態が見られる．このうち，トランスナショナル高等教育（TNHE）と呼ばれる国際共同大学（IJU）の世界展開に重点を置くドイツのトランスナショナル教育（TNE）戦略の展開と実践について，ベトナムのIJUに注目してその可能性と課題を検討した． ドイツ政府のTNHE戦略とベトナム政府のTNHE政策に基づいて設置されたIJUであるベトナム・ドイツ大学（Vietnamese-German University: VGU）は開学以来既に10年が過ぎているが，開学当初からVGUはその大学憲章を堅持することを前提に，ドイツとベトナム双方の利益のバランスを重視しつつ，ドイツ側からベトナム側にガバナンス（運営，教育など）を徐々に移行する計画を持っている．この過程において存在する課題としては，新キャンパス建設，資金・学生・教員の持続的確保，ベトナム政府の政策の転換，国際化する地元大学との競合，ドイツからベトナムへのガバナンスの移行，学術文化の違いの調整・克服などがある． VGUは未だ卒業生がまだ十分に実績を示せず，雇用市場の評価が定まっていない状況である．IJUの提供側にとっても受入れ側にとってもリスクは存在するが，IBCと一線を画す国際的な大学としてドイツモデルのVGUがベトナム社会にどの程度浸透していくかは世界のTNHEの今後に大きな示唆を持つ． In line with the acceleration of globalization, the higher education sector has many dimensions of international mobility from the global rise of student mobility, the increase of governments which set numerical targets for sending and/or receiving students across borders, the expanding research collaboration beyond national boundaries, and the moving abroad of higher education institutions. This article will discuss the possibilities and issues of Vietnamese-German University (VGU), a German international joint university (IJU) located in Vietnam, as the case of the development and practice of German transnational higher education (TNHE) strategy. VGU was established in 2008 based on the TNHE strategy of the German government and the TNHE policy of the Vietnamese government. As the first IJU in Vietnam, VGU has so far played important and innovative roles in Vietnamese higher education. VGU has a plan to gradually transfer its German-based governance (such as management and education) from Germany to Vietnam while sustaining its charter and balancing the interests between Germany and Vietnam. The issues arising from this process include the construction of its new campus, the sustainable securing of resources, students and faculty members, the recent policy shift of the Vietnamese government, the increasing competition with indigenous universities, the transitional process of governance from Germany to Vietnam, and the adjustments of differing academic cultures between two countries. VGU has not yet established a solid reputation in Vietnam’s labor market due to the small number of its graduates. Although there are certain risks on both sides of provider and host regarding running IJU, VGU exemplifies a German IJU model with a clear distinction from IBC, and how it will be accepted in the Vietnamese society will have significant implications for worldwide transnational higher education in the future. |
