内容記述 | This study examines how the prefectural and city schools shared the responsibility of special education provision, how the Ministry of Education, Science and Culture was thinking about it, in the period up to the Vice Minister Circular #380 of 1962. This circular had established school admission criteria and placement of pupils with disabilities. Many children with disabilities including retarded pupils seemed to be enrolled in a certain kinds of special classes of elementary and junior high schools up to this Circular #380. As prefectural schools for pupils with disabilities increased, the Ministry of Education, Science and Culture set the school standards nationwide by the type of disability and its level. According to these standards, prefectural schools received children with severer disability, and city schools provided education for children with milder disabilities. However, this partial responsibility system between prefecture and city was used in uniform and stiffened way, and prevented children with severer disability from providing education by a city school. The centralized policy change of the whole Ministry of Education, Science and Culture had influenced special education policy change. | |||||
