| 内容記述 | 本稿は，都市経営における米国の準自治体PDA（公共開発機構）のありようについての研究の一環をなす．日本のPPP（公民連携事業），とりわけ先端的事例として紫波町（岩手県）のオガールプロジェクトをベンチマークとして，PDAとPPPの制度基盤比較をおこなった．その結果，①紫波のPPPにあっては，従来の指定管理者型（公物管理）を越えて，設置したオガール紫波（株）を核に，都市計画の駆動的・連結的マネジメントがおこなわれており，単なる「自治体が民間活力を利用する」以上の機能を発揮していることが判明した．②しかし，PPPおよびエージェンシーに対しては，PDAの市民的評議会選出のような法制的しくみは存在しないことが判明した．尚，紫波のPPP事業においては，地域出身者をPPPスペシャリストに組織的に育成し，従事させていることが現実的駆動を支える大きな要因となっていることも判明した．これにより，PDAの，①自治体による創出（特別目的準自治体としての設置），②民間スペシャリストのスキルの利用，③市民的統治という位相三点に検討の焦点群があることが照射された． This article treats two questions : 1) What is the PPP's agency's actual roll in recent PPP, in terms of the comparison study on institutional backgrounds? (PPP has been recognized to be "city-government's’' trial for involving private companies"; 2) How is the citizen -based background for PPPs? (In the case of PDA, most of them have their origin as citizen organizations etc.). Through examination on "Shiwa OGAL Project" PPP (Shiwa, Iwate Prefecture), Urban plan for Multi-use facilities such as tenant building (restaurant, clinic, athletic clubs, shops), new city hall building, new library, athletic gym (10.8 ha. next to JR "Shiwa Central Station"), this article has the following findings: 1) As the basis of Shiwa PPP, "OGAL Shiwa Company", the key agency for the PPP, is taking the managing roll (arrangement for organizations, fund, human resources) for stakeholders in the ground design. This is completely progressive aspect, compared to old type of PPP that are relatively widly found in many localities in Japan (just for managing building etc). 2) As to citizen based situation, the legal / institutional setting is not set for the OGAL PPP project. On the other hand in the case of PDAs, boards are from the constituency in neighborhoods. 3) In addition, we recognized that raising "PPP specialists" from the community-persons (who were born there and provided with the chance for PPP graduate-course of an university) works well for the PPP project and its core agencies. These read as a clear-cut confrontation between PPP and PDA, and also show the focal issue on clusters of intrinsic phases of PDA; Creation by governments; Skills; Governance by civizens. |
