| 内容記述 | 本稿は，従来の米国のネイバーフッドカウンシルについての民主制論（M.Berryら）を超えての実際的な把握を目指し，都市サービス供給システム論の視点を踏まえたうえで，政策形成・対応,公共的決定とのかかわりに着目し，「ネイバーフッドカウンシルをとりまくダイナミクス」を捉えようとした．ダイナミクスの深部をとらえるのに，＜政策＞と＜都市サービス＞の両方の相を捉えることが必要と考えた． タコマ市（米国ワシントン州）の市自治体およびネイバーフッドカウンシルの調査に基づき検討をすすめ，とりわけホームレスにかかわる避難所の問題に着目して検討をすすめた結果，次の三点が得られた． １）市自治体は，敷地再生・ごみ処理サービスに力を注ぐ形となっているが，他方，避難所提供サービスにあっては，圧倒的に，自発的な意思により立ち上がられた教会やNPOによるサービス提供により支えられている．それを核にシェルターサービスの連携配置（ローカルガバナンス）が成立している（＜サービス提供の地平＞）． ２）＜公共的決定の地平＞において自治体の政策行動に対して，ネイバーフットカウンシルが公共的決定にかかわる仕組み制度として制定されていることから一定の関わりと影響力行使とその可能性を持つ．実際，タコマ市内の一つのネイバーフッドカウンシル（NTNC）が，市自治体の各種部局と接点を持ちつつ，市議会に勧告（2019年９月）を提出したことがあり，その方向で市議会決定が進められたととらえられている． ３）＜公共的決定の地平＞・＜都市サービス給付の地平＞が織りなす地域社会の配置構成のなかで，ネイバーフッドカウンシルがとくに市自治体との関わりで固有の社会的ロケーションと影響力行使の力の可能性を持つものであることが見えてきた． （なお，ネイバーフッドカウンシルの影響力行使の可能性は，経験や活動実態によりその効果が違ってもいる． This paper aims to provide factual understanding of Neighborhood Councils in the United States beyond the traditional democracy-theory (M. Berry et al.). Based on the perspective of urban service delivery system theory (V.Ostrom ), this study focuses on policy formation and response, public decisions in order to capture the "dynamics surrounding the Neighborhood Council". In order to capture the depth of the dynamics, it is necessary to capture both the policy and service phases. Based on the survey (hearing, legal materials, public meetings) at the City of Tacoma and the Neighborhood Councils in Tacoma (WA, USA), with a particular focus on homelessness issues, shelter issues under COVID-19 situation, we acquired the following findings: 1) The city government is focusing on site reclamation and trash services. On the other hand shelter provision services are overwhelmingly supported by churches and non-profit organizations that have been set up by their own volition. Local governance of shelter services has been established around this core (Horizons of Service Provision). 2) In "Public Decision” Horizons, Neighborhood Councils have a certain level of commitment and influence-exercise and potential to the municipal policy action.This is because the Neighborhood Council is enacted as a commitment-system for public decisions (vehicle of "the voice of the people"). In fact, the New Tacoma Neighborhood Council (NTNC) officially submitted a recommendation-letter (urging for city-run shelter; September 2019) to the City Council, keeping contacts with various departments of the municipal government. The City Council’s decision to establish "micro shelter run by the city" (December 2019) is perceived to be motivated by the recommendation. 3) Within the local configuration comprised of <public decisions> horizon and < urban service delivery> horizon, the neighborhood councils have a peculiar social and political location as well as a potential to influence the municipality. (Nevertheless, the effectiveness of the neighborhood councils' influence-exercise-potentials differ according to experi-ence and the actual ways of activities.) |
