| 内容記述 | 米国において，雇用・就職を，地域社会にいるビジネス者・中小企業・産業関係者を巻き込んで進めるという，パラダイムシフト的な公共政策的動向が各地のローカリティにおいて進んできている．「福祉からワークフェアへ」として，就労最優先に力点を置いて福祉を削減してきたとされるナショナルレベルの動きのなかで，あるいはそれとの対抗において，どのような動態が起こってきているのだろうか？ 本稿は，多様なセクターが立ち上げたワークフォース仲介機関（インターメディアリー）から織りなされる「ワークフォース・ローカルガバナンス」の実際的な形成を，ワシントン州の市・郡のローカリティをケースとして，そにおける州労働委員会の公共政策的系統での連携布置を確認した．かつそのなかでのワークフォース開発に関わる制度存在として稼働するコミュニティカレッジの固有性（デュアルカスタマーアプローチ等の手法）と新規性を確認した． In the U.S., A paradigm-shifting public policy trend has occurred in various localities to promote employment and job placement with a view to revitalizing the entire community by involving business people, small businesses, and various industries in the community. What kind of dynamic is occurring in the context of the national level policy "from welfare to workfare" that has reduced welfare by just focusing on employment as the top priority, This paper examines the actual formation of "workforce local governance" which is woven from workforce intermediaries -backed by various sectors-, in localities. Especially, taking the case of the city/county-localities in Washington State, we confirmed that in the localities, the coordination arrangement formed in the public policy context of the "State Labor Relations Board" is a core genealogy in the workforce local governance. In addition, this paper confirmed the uniqueness (dual customer approach, etc.) and novelty of "community colleges" operating as a workforce development system with a different perspective from the "from welfare to workfare" context. |
