| 内容記述 | 本論文は,鉄道会社による近年の駅を中心とした地域活性化の取り組みがどのようなものであるのか,「関係人口」という比較的新しい概念を用いて分析枠組みを提示し,JR東日本・JR西日本の２社の事例を比較分析することでその実態を明らかにした.事例を通じて得られた発見事実は以下の通りである.まず,地域との関わり合いに応じた「購買」「交流人口」「関係人口」「定住人口」の４つのステージを上り下りするために,単なる「商品・サービス」の開発にとどまらず,「観光」や「働く場」,「ビジネスモデル」といった範囲に対象を広げてフックの役割を起こし,これらの４つのステージを上手く結びつける政策をとっている.また,商品の素材の製造から最終的な販売まで,サプライチェーン全体を設計範囲として,ストーリーを表現できる商品開発を行なっている.さらに,こうした地域活性化の最終的に目指すところは,質量ともに活動そのものであり,これを地域と連携・協働していくことによって地域課題を解決するところに主眼があるといってよい.これら取り組みは途上であるが,JR各社が有する地域の「広域性」を活かした活性化の能力を今後高めていく可能性があることを指摘したい. This paper presents an analysis framework using a relatively new concept of "related population", and clarifies the actual situation by comparatively analyzing the cases of two companies in JR East and JR West. The fact findings obtained through the case are as follows. First of all, in order to go up and down the four stages of "purchasing", "exchange population", "related population", and "settled population" according to the relationship with the region, we have a policy of not only developing "products and services", but also expanding the scope of "tourism", "workplace", and "business model" to create the role of hooks and link these four stages well. In addition, we are developing products that can express stories from the manufacturing of materials for products to the final sale, with the entire supply chain as a design range. Furthermore, it may be said that the ultimate goal of such regional revitalization is both the activity itself in both mass, and there is a focus on solving regional issues by collaborating with the region. Aling that these efforts are in the works, I would like to point out that there is a possibility of increasing the capability for revitalization by taking advantage of the "wide area" of the region owned by JR companies in the future. |
